BIS Laboratory Recognition Scheme (LRS)—Ensuring Quality Through Accredited Labs

The Bureau of Indian Standards (BIS) was established under the BIS Act, 1986, as the national standards authority of India. One of its key functions is to operate a product certification scheme that ensures the protection of consumer interests by certifying products that consistently meet Indian Standards (IS).

To support this system, BIS licenses manufacturers that maintain consistent quality in line with relevant Indian standards. A critical part of this certification is product testing, which validates compliance. To facilitate reliable testing, BIS has developed a nationwide network of eight in-house laboratories for analyzing product samples submitted under the certification scheme.

Overview of the BIS Laboratory Recognition Scheme (LRS)

The Laboratory Recognition Scheme (LRS) is a compliance framework designed to ensure that laboratories meet the standards mandated by BIS. The scheme applies to both domestic and international laboratories that wish to conduct testing for BIS-certified products.

The goal of LRS is to recognize testing laboratories that are technically competent and capable of performing tests in accordance with Indian Standards. This ensures reliability in the testing process, both within India and in exporting countries.

Legal Framework & Scope

The LRS is governed by:

  • The BIS Act, 2016 (Section 13(4))

  • The BIS Rules, 2018 (Section 32)

These regulations provide the legal foundation for recognizing laboratories in India and abroad and outline the procedural and technical requirements for accreditation.

Objectives of the BIS LRS

The core principles and objectives of the BIS Laboratory Recognition Scheme include:

  • Ensuring Indian laboratories comply with international testing and certification norms.
  • Establishing a standardized process for conformity assessment during laboratory certification.
  • Expanding access to quality testing infrastructure through recognized labs.
  • Ensuring that all laboratories—whether in India or overseas—adhere to uniform standards for product testing and evaluation.

Importance of BIS LRS for Manufacturers and Exporters

For manufacturers and exporters, partnering with a BIS-recognized lab provides assurance that product testing will meet Indian regulatory requirements. It also facilitates smooth product certification under the BIS product certification scheme and ensures faster market access.

Induce India assists manufacturers and laboratories in achieving BIS recognition by guiding them through the application, compliance, and audit processes under the BIS LRS framework.
